India Proposes Stricter Fuel Efficiency Regulations to Reduce Oil Dependency and Emissions

The Indian government has recently proposed stricter fuel efficiency regulations under the Corporate Average Fuel Efficiency-III (CAFE-III) standard, with new standards set to take effect from April 1, 2027. Announced by the Ministry of Power for public consultation, these regulations aim to reduce vehicle emissions, decrease dependence on imported crude oil, and curtail the nation's rising oil import expenditure.

Under the new regulations, M1 category vehicles (passenger cars up to 3,500kg), including hatchbacks, sedans, and SUVs, are expected to reduce fuel consumption from 3.996 liters/100km in 2027-28 to 3.327 liters/100km by 2031-32. The CAFE-3 rule also tightens carbon emission targets from 113 g/km to 76 g/km by 2032, with non-compliance penalties ranging from 2,500 to 4,500 Rupees per gram of excess CO per kilometer.

Compliance Credit System

The proposed regulations establish a compliance credit system where manufacturers exceeding the fuel efficiency standards for their entire fleet will earn tradable credits. These credits can be sold through a market trading system to manufacturers who fail to meet the baseline performance requirements, thereby avoiding heavy government penalties.
