According to Mr. Ben Backwell, CEO of GWEC (Global Wind Energy Council), Vietnam not only possesses top-tier wind resources in Asia but also holds a unique advantage that few countries have: a developed oil and gas industrial base with extensive experience in constructing large-scale offshore projects.



In a world facing geopolitical risks in the Strait of Hormuz, volatile oil prices, and increasing pressure to ensure energy security, offshore wind power is being viewed as a long-term solution to reduce dependence on imported fuels.

According to GWEC, the biggest challenge currently lies not in technical capabilities but in the legal framework.



Offshore wind projects typically have investment lifespans of several decades and require very large capital resources. International investors require a transparent, stable, and predictable investment environment.



If the permitting, bidding, electricity pricing, and planning mechanisms are improved early, international capital flow could accelerate into Vietnam in the coming years.

Notably, offshore wind power is not a competitor to the oil and gas industry.



On the contrary, this could be a new growth opportunity for Vietnamese oil and gas companies as demand for marine technology, mechanical fabrication, offshore facility operation, and maritime logistics all increase significantly.



Many experts believe that the oil and gas industry can completely become a core force helping Vietnam build a competitive international offshore wind industry.



If Vietnam can leverage advantages from its oil and gas industry, manufacturing sector, and enormous offshore wind resources in the East Sea, it will not only achieve energy self-sufficiency but also have the opportunity to become a leading offshore wind center in Asia in the future.
