In July 2026, the Party Committee of Vietnam National Oil and Gas Group (Petrovietnam) organized a special party cell activity themed "67 Years of Petrovietnam Implementing President Ho Chi Minh's Wishes." This event was held to implement Directive No. 50-CT TW of the Party Secretariat on continuing innovation and improving the quality of party cell activities. It provided an opportunity for all officials, party members, and employees of Petrovietnam to look back on 67 years of construction and development, while reaffirming their commitment to continuing to realize the aspirations of President Ho Chi Minh.

From the early days of the revolution, President Ho Chi Minh always paid deep attention to building a self-sufficient national energy industry. In the context of numerous difficulties facing the country, the President once said: "Oil and gas are the lifeblood of the economy; we must exploit and use these resources ourselves to serve the cause of national construction." This aspiration became the guiding principle for the establishment and development of Vietnam's oil and gas industry.



On January 3, 1964, the Council of Government issued Decree No. 01/CP establishing the General Department of Geology and Mineral Resources, the predecessor of today's Vietnam Oil and Gas Group. This marked an important historical milestone, realizing the first step in President Ho Chi Minh's vision of building a national energy industry.

  • 1986: Inauguration of Dung Quat Oil Refinery - a key national project
  • 2000: Discovery and commencement of exploitation of Vietnam's largest gas field - the South Con Son Gas Field
  • 2010: Completion of the Phu My Power Plant project, contributing to energy security
  • 2020: Operation of Nghi Son Oil Refinery - the most modern in Southeast Asia
  • 2025: Achieved record oil and gas production, accounting for 30% of the country's total export value

By 2026, the group had contributed over 1,200 billion VND to the state budget, created jobs for more than 200,000 direct employees and millions of indirect workers.

According to Petrovietnam's latest report, the group has been intensifying research and application of efficient oil and gas extraction technologies, while strongly investing in renewable energy projects such as wind power, solar power, and green hydrogen to realize its net commitment by 2050.



Development Orientation Until 2045

At the July 2026 party cell activity, Petrovietnam's leadership presented development orientations until 2045, towards the 100th anniversary of the group's establishment. Accordingly, Petrovietnam sets the following goals:



  • Become an international energy group, ranked among the top 10 oil and gas groups in the region
  • Ensure national energy security with a 70% localization rate
  • Strongly develop renewable energy, reaching 40% of total power capacity
  • Apply digital transformation across all production and business activities

Directive 50 - Momentum for Party Cell Innovation

The implementation of Directive No. 50-CT TW of the Party Secretariat is considered an important momentum for Petrovietnam to innovate and improve the quality of party cell activities. Accordingly, party cells throughout the group have developed specific plans with the following contents:



  • Strengthening political and ideological education, enhancing awareness of the responsibility to implement the President's aspirations
  • Innovating the content and methods of party cell activities in connection with practical work
  • Effectively implementing the principle of democratic centralism, self-criticism and criticism
